Water is always changing, it evaporates, condenses, accumulates and percipitates. This is all due to the water cycle.
Water evaporates as it changes from a liquid into a gas or vapor. Water vapor then condenses to form clouds. Precipitation falls from clouds as rain or snow. The sun then uses it heat to turn liquid water back into gas, as the water cycle will then begin again.
Evaporation happens when water heats up and turns into vapor
condensation happens when vapor cools down, and gathers as water droplets in clouds.
Precipitation happens when clouds get too full and heavy, the water droplets fall from the sky back in to oceans.
