A ruler is a device used in geometry and technical drawing, as well as the engineering and construction industries, to measure distances or draw straight lines.

History:
In the late 18th century the metric system came into use and has been adopted to varying degrees in almost all countries in the world. The oldest ruler metal rod was a copper alloy bar that dates from circa 2650 BCE and was found buy a german Assyriologist Eckhard Unger while excavating at Iraq.
Rulers made of Ivory were in use by the northwest asians prior to 1500 BCE.
Today, the most widely used ruler type is a steel ruler.
Units of measurement on a basic, modern ruler usually include Inches and centimeters.

Rulers in geometry:
Rulers without unit measurements are used for drawing straight lines, on the other hand, rulers with unit measurements are used for measuring various objects.
In ancient times, rulers were commonly used in conjunction with a compass, in order to draw precise shapes like this Heptadecagon (a 17 sided shape):

to sum up, the ruler is a very useful and versatile tool and also very ancient, it is used for drawing and measuring various shapes and drawings.
